It takes time. Let her get used to you. Occasionally stick out your hand to let her smell you (as you would for a dog) and she will eventually let you pet her nose. I had this problem with one of my goats. He eventually got curious and let me touch his nose a little. I usually took my hand away first so he wouldn't get scared and back away from me. Now he is the first to come and be petted when I call. You could also bring her treats sometimes too, like peas or even grass. She just has to trust you first. Oh and make sure you're at eye level with her, that helps too!
